Francine Sayoc

Executive Director Asia & Pacific Seed Alliance Francine Sayoc is the Executive Director of the Asia and Pacific Seed Alliance (APSA). She is responsible for steering the Secretariat and managing its operations, aligned with APSA’s mission to create an enabling business and regulatory environment for the private seed sector through collaboration with key stakeholders including policymakers, partners in the agricultural value chain, as well as its own members composed of seed associations, seed companies, government and research institutions. Previously, Ms Sayoc worked with the International Seed Federation (2019-2024) as Communications Manager, based in Switzerland, where she played an important role in supporting the organization’s key strategic goals and advocacies. Prior to that, Francine was Group Communications Manager of East-West Seed, a vegetable seed company based in Asia whose main clients are smallholder farmers in the tropics. Before that, she served as Media and Communications Director for a member of the Philippine Senate, where she gained firsthand knowledge in the most effective means of shaping policy and reforms: legislation, institution-building, and partnerships.
