Dr. Cui Yehan obtained his Ph. D in University of London. Currently he is Chief agronomist in DCST of MARA, P. R. China. As a member of the founding team, Dr. Cui has intensive experiences related to PVP aspect in MARA, from its establishment to the development over 20 years. Since 2019, he has been the Vice President, the Council of the UPOV.
Abstract:The presentation is reported in the five aspects, including evolution of legislation, institution structure, statistics, the Seed Law Amendment and law enforcement. It provides a general introduction of the evolution of legislation on the Protection of New Varieties of Plants in China, Chinese PVP institution structure of agricultural part and statistics of PVP. The Seed Law Amendment is the core part, which gives the background of the Amendment and elaborate instructions and explanations on the amendments articles, establishing essential derived variety system, expanded PVP scope, increased the penalty for infringement, for example. Finally, the features of China’s law enforcement are presented.
