Dr. Samuel (Sam) Crowell serves as a Senior Director of International Programs and Policy at the American Seed Trade Association (ASTA), where he is responsible for managing and implementing the association’s international programs and trade policy. Prior to joining ASTA, Sam served as a trade negotiator within the Office of the U.S. Trade Representative (USTR), the Department of State, and as an advisor to the U.S.
Department of Agriculture’s Chief Scientist. He holds a Ph.D. from Cornell University in plant biology, plant breeding and international agriculture and resource development.
