Introduction 

Oh, how time flies by so fast! There is now only four months left in 2020. We hope all of you  still have full energy and are all doing fantastic. 

First of all, we would like to update you that APSA has compiled and consolidated news reports from many countries regarding the receipt of unsolicited or illegal seed packages. The information can be found via this link here. It's really important that seed companies keep raising awareness on proper phytosanitary practices and ensure that only seeds from the known sources are traded and planted. 

Next, APSA Director Dr. Kanokwan Chodchoey recently attended the APEC high level policy dialogue on Agricultural Biotechnology. The objectives of this forum are to exchange the experience and practices among economies in APEC region on agriculture biotechnology and other innovative agriculture technologies, promote transparent and science-base and functioning regulatory system to support a trade of innovative agriculture and also to facilitate the management of regulatory differences among economies. Presenting at this year's forum on behalf of APSA, Dr. May shared an industry perspective on how innovative technology in agriculture can be facilitated. The view shared during her presentation is aligned with the position of the International Seed Federation, with the key messages being that policies on gene-editing should be based in science policy and have consistent criteria. On this topic, APSA's Working Group for Integrated Vegetable Seed Companies (WIC) has already drated a position paper on plant breeding innovation, which emphasizes on the scope of this technology and how it should be regulated. The draft will be shared with members by October, and we will ask you to review it with the aim of ratifying it at the upcoming Annual General Meeting.  

On 26 August, APSA's Standing Committee on International Trade and Quarantine, with support from ASTA, ISF, CropLife Asia and APAARI, had conducted the 6th Expert Consultation on Phytosanitary Collaborations in the Asia-Pacific, which was held virtullally this year. This is the first time the meeting was held via an online platform. The meeting was attended by NPPOs from 13 countries and we had 13 participants join from seed associations. The forum was very informative. The main topics discussed in the meeting were updates on ePhyto implementation, lab accreditation practices, the systems approach , the standard and trade development facility (STDF) project preparation grant to enhance public private partnerships on SPS development in the region, and the final item on the agenda was regarding prrogress with a regional standard of phytosanitary measure for Chilli seed. These will be covered in detail in our next issue of Asian Seed Maagazine, due for publication later this month. Also, please be sure to listen to our podcast, which includes some sound bite highlights on the main topics. 

Next, you all will have received an update recently announcing the launch of our new website and membership database, which is set to go live, tomorrow, September 1. We do hope that this new system can help you network with other APSA members easier and also hope to provide you more resources for a knowledge transfer purpose. Of course you may need to spend a few minutes to understand how to use this new system and also help to update the new information of your company profile.. All of this is to make sure you can find your business partner easier than ever before and again anything that you see we should fix or improve, please feel free to get in touch.

As we have shared with you last month that this year APSA is going to organize the AGM through an online conference platform, registration is required for both active and suspended members. Please expect to receive a registration link, and related documents that we hope you can go through before you attending the AGM, which will be on 26 November. 

Last but not least, we do want to thank all  members who responded to our request to complete the 3rd round of our survey about the impacts of COVID19 on the seed industry. This results of this round will be shared with our associates at the OECD seed scheme, who will use the data to conduct their own report for policy development regarding the Asian seed sector.

Technical Affairs

We are very pleased to inform you that we are organizing APSA’s online Technical Session from November 23-25, 2020. 
 
On November 23, there will be 2 sessions for Seed Technology and the International Trade&Quarantine. 
November 24, we are holding technical session on the Intellectual Property Rights and Biodiversity
And on November 25, there will be 2 sessions for Vegetables and Ornamentals and Field Crops. 
 
Each APSA committee is working very hard on the preparation to come up with quality technical sessions. For example, the APSA Standing Committee on Seed Technology is preparing a topic of Genetic Purity Test in which they are inviting 4 exclusive speakers from a vegetable seed company, field crop seed company, an academician and a ISTA speaker. 
 
The APSA Standing Committee on IPR&Biodiversity is preparing a few topics on Digital Sequencing Information- DSI on genetic resources update and a panel discussion on the “Barriers of UPOV 1991 acceptance”. 
 
These are just a few updates so stay tuned for more details next month.

As for some other holidays and observances that we will celebrate in the month of September, look forward to: 
  • SIG Veg&Orn is revising the vegetable seed production practice guide to add a quality management system for clean seed production for IYPH 2020 which we hope to share to members soon.
  • For our Special Interest Group on Field Crops or SIG Field Crops, we had a first new members meeting with 10 integrated field crops companies on August 5th. We had proactive discussion on the Code of Conduct and agreed with objectives of the group before moving to activity planning.  
  • The Standing Committee on Seed Technology had a very dynamic discussion on APSA Seed Academy Program, which is a new initiative as a platform for training in APSA. Currently they are discussing the objectives of the program and we will keep you informed.
  • The Standing Committee on IPR&Biodiversity and APSA has joined an effort with the International Seed Federation, Euro Seeds, AFSTA, SAA, CropLife International and CIOPORA to UPOV on Essentially Derived Varieties (EDV) definition and proposed names to EDV Working Group, in which APSA representative is included.

Events

Earlier this month on August 26, APSA held its sixth Expert Consultation on Phytosanitary Collaboration in the Asia Pacific. Due to ongoing travel restrictions, this year’s meeting was held online, with a total of 69 participants from around the region and world joining the virtual conference. These include 29 representatives from National Plant Protection Organizations in 13 countries, in addition to 13 representatives from seed associations, members of APSA, as well as representatives from key seed industry stakeholders, including the International Seed Federation, the Asia-Pacific Association of Agricultural Research Institutions (APAARI) of the Food and Agriculture Organization of the United Nations (FAO), CropLife Asia and several government and industry observers.

The agenda of the meeting, which was organized by APSA’s’s Standing Committee for International Trade and Quarantine (SC ITQ) covered a number of important and timely seed industry priorities. These include country and region-wide updates on the trialing and implementation of the International Plant Protection Convention’s electronic phytosanitary certificate exchange system (ePhyto), seed health testing laboratory accreditation practices in the US and the Philippines, the Systems Approach concept, an update for the annexing of ISPM 38 on the international movement of seed, the development of regional guidelines and standards for phytosanitary measures (RSPM) specific to Chilli seeds for sowing, and ongoing capacity-building initiatives, including an update on a proposed Standard and Trade Development Facility (STDF) project in the region.

And finally We are delighted to inform you that the APSA Website & Membership Database System is finally getting a much-needed upgrade. On Tuesday the 1st of September 2020, the NEW APSA Website & Membership Database will be launched.

During the initial data migration and launch period, there may still be some glitches in the system. We apologize for any inconveniences and should you experience any errors or difficulties with the new system or website, please don't hesitate to inform us.

Please be advised that on Tuesday the 1st of September 2020, an email will be sent to the Voting Representative email address of ALL APSA Members, both Active & Suspended. This email will have details of your Temporary One-Time Password, which you must use to sign-into your account on the new system.

New IYPH 2020 Postage Stamps Japan, United Arab Emirates, Korea and Kyrgyzstan are among the 15 countries to issue IYPH postage stamps. Japan and the UAE recently announced their new designs earlier in August while Korea and Kyrgystan had issued stamps earlier this year. The other 11 countries include Finland, Latvia, Luxembourg, Poland, Serbia, Spain, Switzerland, Tunisia, the Vatican, Sierra Leone and Togo.
